Chicago Police Department already is controlled by civilians – in City Hall

The proposal is being forwarded by the Grassroots Alliance for Public Accountability. The Alliance proposes to form a civilian commission to oversee the CPD – adding, as Dick details in his column, a layer of civilian administration and governance without heed to the civilian controls already in place.
