Justice Carter retired from the Illinois State Supreme Court in December of 2022, and now devotes his time serving as a mediator, arbitrator, special master and appellate review consultant. Prior to joining the Supreme Court, Justice Carter sat on the Third District Appellate Court, and previously served as Chief Judge of the Thirteenth Judicial Circuit Court. He brings over 43 years of judicial experience to his private mediation and arbitration practice. He completed mediation training at the National Judicial College in Reno, Nevada.
